Is Neptune, by definition, a planet?

Before you answer, think about the 2006 IAU definition of a planet. By the reasoning that Pluto does not dominate its orbit, Pluto was demoted to dwarf planet. Since Pluto's orbit crosses with Neptune's, doesn't that suggest that Neptune does not dominate its orbit either, suggesting that Neptune is also a dwarf planet?
